Unlocking Magazine 17 in NFS:U?? How?

I'm having difficulty trying to unlock damn magazine (i've had to reset the game multiple times trying various mods to attempt to unlock this magazine). For those who don't know this magazine is the one where you need to have equipped all level 2 visual upgrades onto your car. I'm near the end of Underground mode and need this one and magazine 22 as well (the Drift one), before my time runs out.

Problem is i've equipped all level 2 visual upgrades and I can't unlock it! I don't know what i'm doing wrong so maybe someone may help me. I'm on the PS2 version, FYI.

I'll post my formula and maybe you guys can correct me on what it is i've done wrong.

Mazda RX-7

Flash Front Fascia (Body Kit)LVL 2
Strike Rear Bumper (Body Kit) LVL 2
Renegade Side Skirts (Body Kit) LVL 2
Aeromax (Spoiler) LVL 2
Double-V (Hood Scoop) LVL 2
Polar (Roof Scoop) LVL 2
BBS LM 18" (Rims) LVL 2
White Neon (Neon) LVL 2
Frenzy (Muffler Tip) LVL 2
Medium Black Tint (Tint) LVL 2
Modern #16 (Vinyl) LVL 2
Body #3 (Vinyl) LVL 2

Used all Level 2 paints, and Metallic paints where possible but paints don't matter anyways. Tried various combos of removing the Modern or Body (having only one at a time), having the headlights and tails on in various attempts. All attempts have failed to get this magazine. What did you guys use to unlock this magazine?

Sorry, can't help you here! I got that magazine right when I equipped all Level 2 upgrades and raced a race, I can't remember what race, though!!!

SHizzle my bizzle. Can ya check your magazines and tell me what you had equipped just from the picture than? This is dumb.

I dunno, i don't have my PS2 with me (I'm at the beach), but did you try headlights and tailights??? That's all I can think of right now. Sorry.
