Unresponsive downshift (Dual Shock 3)

I've only had this problem on the X1 Monza special event and really I don't remember it happening until I start approaching silver/gold medal times. I'm wondering if anyone else has had it happen as well. Many times when I press the button to downshift, nothing happens and the screen will flicker. It doesn't happen every time, but it's starting to get annoying. Anyone know what's up?

Edit: Also, I'm finding that this primarily occurs at the two turns after the second chicane.

Haha, yeah but that's just the nature of the controller. This looks like a glitch.
