Upgrade Shop Setup File Locked RIPOFF!!

This makes NO sense to me whatsoever.

I go to the auction.
I see several cars that are the same model but with different power ratings.
I pay EXTRA for a car with a higher power rating, download the car and go to Tuning and upgrades.
When I go to Upgrade Shop, select a category and then:

SETUP FILE LOCKED We know the rest of the story.

Why do I lose ALL of the upgrades that I BOUGHT when I BOUGHT THE CAR!!!

Will someone please explain this ridiculous money-grab procedure to me?
 
You shouldn't lose the upgrades; I think the game resets the setup to stock (same as it would if you were trying to edit a setup got off the Sharefront), but the parts that were installed should be counted off as "bought" and available for 0 credits.
 
I just tested it out by buying an S class Golf and removing the tune. It does indeed remove the parts permanently and you have to re-purchase them. Not sure if it's a bug or a design choice, but either way it makes the already bad auction house even worse.
 
I've also found that all custom parts disappear from inventory once removing the locked setup files on tuned cars bought on auction. Even the otherwise free homologation parts weren't there the last time I checked. Since then I have been avoiding placing bids on tuned cars altogether. Possibly a bug and it wouldn't be the first in this game.
