US vs European Units

I have not been able to find anything on this issue I am having.

I have been playing online with friends from Europe. My question/problem regards the Horse Power units conversion between the Europeans and myself in the US. For example, when the HP is set at 510, I am unable to use any car with HP above 502. Indeed the message I get when the HP settings are changed shows a lower HP for me than the other players. If I am hosting the problem remains, if I set the HP at 512 the europeans see and are able to use up to 520 HP. This issue does not affect the recommended cars, only ones I own. I am using the Metric System setting (as in Km vs Miles).

I suspect a bug in the game or in the servers between continents/countries. Has anyone encountered this issue? Is there a setting I am somehow missing?
 
In France and Spain and maybe other european contries outside the UK, CV (Caballos de Vapor) is used to messure the power output, a CV is roughly 0.986HP, which means, if the room is set to say 510CV, you will be able to get in into a car that has 502.86HP, rounded down to 502.
 
Have you systematically investigated the issue -- I mean, isn't it just random inaccuracies? There are discrepancies between listed and actual power in the game.

That could be a possibility indeed. I would have assumed PD would have chosen one system vs another as a de facto standard for GT5, hence avoiding this issue if it is as you say.

I doubt it is a random issue, this happens every time I play with them, for almost a month it has been every day.

The issue raised above regarding the HP measuring system makes sense, however it does not explain why the "recommended" cars match but my own do not.
