Used Dealership Fixed Cars for very first time?

I was just wondering if the used dealership has a fixed set of cars for every time a new career is started?

I tested it myself with 2 new user accounts, and it was the same cars. (I was looking for a VITZ Turbo '02, but struck out both times.

I was hoping to confirm here to conclude.
