You might do later on down the line in a year or two, but for the moment it's only available in the Premium Edition or the add on pack.

I expect the individual packs will be available by launch, but can't be preordered.

Still, VIP pack will probably cost $20 by itself (based on the price for FH5's equivalent), so it's unlikely to be worth buying compared to getting Premium for $30 on top of the base game.
