Viper SRT10 ACR wont break 203

Im really new this this but my Viper SRT10 ACR wont break 203mph. It gets to 203 then drops to around 197 and repeats the cycle. I checked the power limiter and its set to 100% and also I am set to top speed under the tranny tunes. Any suggestions are highly appreciated.
 
Set the Top speed higher...
Lower the individual gears
Lower the Final Drive

Those are your 3 options.
