VTEC is a type of turbo, it stands for Vertical Turbo Entry Control, basically it means that the air intake of the turbo is controlled by a vertically mounted butterfly valve. Yes you can put a BOV on to a VTEC car, any BOV will suit as long as you have it mounted to the left of the butterfly valve so you dont lose any intake mainfold pressue.

Not a lot of people have aftermarket BOV's on their Hondas because it is very expensive to get a mounting adapter made up (around $700) and the factory BOV is sufficient. If you did have a BOV on your VTEC Honda it will make a very different sound to normal BOV's. Its a sort of "wwwwwwwteeeesshhhhhhhhhhhh" sound as oposed to the normal "pshh" sound, it really does sound cool.

You can increase the amount of boost your VTEC car is running by buying a VTEC controller. Most Hondas run about 14psi of boost which is quite a lot compared to other turbo cars, but the Hondas can handle up to about 25psi before you have to stregnthen the internals.
