Wastegates and blowoff valves

this is a bit of a basic explaination

wastegates regulate boost, it bypasses excess exhaust gases once the set boost level has beent reached, the boost can be adjusted by tapping into the line that goes to the wastegate acuator from the use of a bleeder valve or stepping motor

blow off Valves release boost when you come off the throttle for better resonse, less lag and greater turbo life (allows the turbine to continue spining)

As our friend said above. They also relieve stress on the intake system so that you don't deadhead the 10-20psi intake stream when the throttle plate closes while the turbine is still pressurizing it.
 
also you can get internal and external wastegates, most production cars come with internal wastegates, they are built into the turbo

most turbo cars have both, but some cars like the GA70 supra (second gen) (with the 1G GTE engine) doesnt have a blow off valve. but they must have a wastegate to regulate boost

its not suppose to be a rotor, it just they type of locking nut they use
