That is how it was in Forza 1 if I remember. You could teach him by doing a test on different corner types. And based on how well you take them, your drivers takes them the same. I was terrible at chicanes back then, so my driver was terrible haha

THis is correct. The FM1 Drivatar was a brilliant touch, because YOU drove the lines he would learn, and it was quite well developed.
As far as I recall aprt of the core impetus behind developing FM1 at all came from the British team that developed the Drivatar AI. It is a pity more games never followed that same path - but I seem to recall some serious patents being granted for a lot of their tech behond the Drivatar that may be the reason no other gamed have been able to pursue the concept as hard as we would like.
Being able to "teach" Bob would really add the dimension that I think Kaz is clutching at.
I'd actually like feedback from "Bob". If he prefers a looser handling car, or thinks he could use more top end speed for the race, it would be cool if he let us knew what he wanted. Just my opinion though.
