Does a car if used alot wear off? like it breaks down?

No but I believe that if you drive a car a lot, the power decreases. You could just go to GT Auto and do an Engine Rebuild or whatever its called.

Engine Rebuild and Oil Change should take care of that.

Engines have a break in period where they gain hp,after that they start losing power.

Steering and handling depreciates also.

They don't 'break down' but as stated above they wax and wane in power production. I've found most cars peak power after break-in at around 200 miles, and then slowly falls off. I don't see any appreciable difference in max power after an oil change until after 700 miles when they slowly taper off. An engine rebuild will bring them back to peak until they get a ton of miles racked up.
