weather problem

Every time I start gta tbogt the game starts with a rainy weather. What is weird is that even though the day progresses from day time to night time the rain doesn't stop I tired everything restarting the P.S.3 ,applying weather cheats but the rain doesn't stop. It rains24 hours. Any one know why?

If you start from the same save the weather is usually the same. But it should eventually stop raining.
You can try starting the golf minigame, that will normally force the weather to fair.
