What are the differences between Standard and Premium cars; modification wise?

I got this game wanting to get the Mitsubishi Lancer Evolution VIII MR GSR ‘04 and modifying it. But I've noticed you can't even change the wheels on a standard car. What else can you modify on a premium car that you can't on a standard. Is it even worth putting money into a standard car or should I just get the later model Evolution which is premium?
