It's some software that allows it to "feel" like it has actual gears. Some cars with CVTs these days have this feature, The Cervo is the only one in GT5 (that I know of) thats like that.

The Daihatsu OFC-1 and Premium Vitz do this as well, they have 7 speeds each.

With traditional-geared cars, the best you'll get is 8 on the IS-F and Nissan Skyline 350GT-8 (It's a standard). CVTs like the Prius technically have an infinite number of gears, so they win.
