What does the Bumper affix do?

I think they changed it in a certain patch but all I remember is that it used to move the players' car from a strong collision.

Now I don't know what it does anymore, can anyone please tell me how it works after they changed it?

I got 32% of it on my Pagani Zonda F Hypercar but it seems to do nothing... much.
 
As far as I can tell, it's still the same, perhaps nerfed a slight bit. But I don't see a difference really.
 
It supposedly transforms rearenders (common thing when racing with traffic) into you scraping the side of the NPC car
