What exactly are Academy Cars?

Are they DLC or earned in-game?
Are they rare?
Are they tuned?

They are available in game, and are tuned versions of the Nissan GT-R SpecV and 370Z. You receive the GT-R from golding the Super License and can receive the 370Z from a level 12 ticket. They are considered rare compared to other cars, is a good way to put it.

Isnt there a Nissan GT-R Spec V academy special, DLC from entering the EU academy race. I have it and its not available in game.

Correct. As said, only obtainable from entering the EU Academy itself. I myself have both Academy cars, and they are pretty common wanted cars in the Marketplace. BTW the GT-R has same specs as the road version and the 370Z Tuned is, as you would never guess, modified from a normal Z34.

EU Academy Special is if I recall correctly still identical spec to the SpecV but it is NOT tradable. Remember, the 'Version' is, the 'Special' is not.
