What exactly does this mean?

I was readng the Comics today in the paper, and when I got to Red & Rover, it left me a bit confused.

In the pictures, the boy has written out DA! w/ NYET! underneath it. The boy then goes on to say, "This should drive those Russian Spy Plane pilots wacky."

What does DA! NYET! mean, though? I tried to translate, but I get DA! NYET! back. Dave told me he thinks NYET means no in Russain, but he's not sure.
Anyone here, though, understand the Russian language?

I'd take a very wild and probably incorrect stab at it meaning "Yes! or No!".
