what happened to the forums

there used to be forums that stayed at the top that had important info like the complete car list and rules and regulations, what happened to them i found that very useful, i think they were called sticky but that may have been something else, sorry if its a stupid question but i cant find the answer to my question anywhere

They were all combined into one sticky.
