Do you mean with 60,000 total spent, or with a sale price < 60,000.
I like both of the street Vettes. The Mustang, The Camaro with a tranny tweek. The EVO 6 & 7. The RX-7 type RZ is arguably the most agile STREET car in the game. (with any real power) I say arguably because the Speedster and the Elise are incredibly agile, but a bit weak.
