What is the minimum level to drive X1?

I know this is probably a stupid question to some of you, but I'm unclear.

I know that the car itself is level 40, so you can't buy it from the dealership until then. But, if I were to gift my friend one as a little birthday present, would he be able to drive it?

Again, I know it sounds dumb, but you can't buy it til 40 yet you can win and use it at 30. So the level requirement seems somewhat ambiguous.

The Level requirement is for buying, not own nor drive.
 
I gave a guy a NASCAR, that wasn't a high enough level to buy it himself.
 
If you B-Spec'd until level 30 then won the Seb Vet challenge you could be A-Spec level 0 and have actually earned it rather than just getting a duped trade...

Your friend is an idiot. There are no restrictions on what cars you can drive.
Maybe he tried to enter it into a race where it did not meet the race specs.
