What the heck is wrong with this car?

I noticed that the Peugeot 205 Turbo 16 Rally Car 85 looks like its wheels are flat or falling off. Anyone else ever seen anything like this? If you look the rims and the tires are not lined up at all.

All the wheels have the same problem. It looks really funny when spinning at high speeds.

Clearly the wheels were made on a Friday arvo when the beers were being bought out at work.
