Perfect Circle was a side project put together by Maynard James Keenan while Tool was undergoing some legal wrestling with their old record company. I believe Tool's bass player (I forget his name) filled the time by doing some soundtrack work (he also did the soundtrack to Terminator 2, as I recall).
Perfect Circle will probably surface now and again. Neither band is dead.
