Given that budget and that the car has to be FR, the Mustang has the most HP at 355 HP. However, the Camaro SS might be a better choice as you can upgrade it to 704 HP. But for all I know, it could turn like a bus.

A street-based Camaro with 700 hp would be undriveable. Stock, the Mustang handles similarly to the Camaro SS, but is a little firmer and a little easier on the tires.
