What's the best way to shrink pics to avatar size?

I got my present avatar from a GT4 avatars thread in the "Photography and Graphics" section of GTPlanet. But I want to shrink my own GT4 pics so I can use them in my avatar. The only photoshop programs I have are Microsoft PictureIt and Picasa2. I can only shrink pics with PictureIt, and they end up looking really messy. Please help.
 
It doesn't matter any more...GTP adjusts the photo itself, so it doesn't look bad when it's shrunk down :D
