Is there a way to make your rims bigger if you use N1, 2, or N3 tires???

No. Some wheels look bigger than others so you could try that but otherwise no. The size only changes significantly if you buy Racing tyres (bigger) or Dirt / Snow tyres (smaller).

I think PD made every type of wheel (when i say wheel, i mean the rim and tire together)
the same size.

Since Off road tires are generally thick, they have to reduce the size of the rim for that reason where as tires not as thick allow the image of the rim to be bigger, not sure which tire is thinner (racing or standard)

I wish you could change the wheel size, the trucks in the game have incredibly small wheels for such big vehicles.
