So, I was thinking a couple days ago, and I realized that I wanted to try a wheelie tune. I was wondering how this is done. I have thought about it, and this is what my guess is on some things.
1) aerodynamics: front: 0 rear: max
2) drivetrain: rwd/ awd with a hardcore rear power bias
3) spring rate: front: stiff rear: super soft.

That's all I can think of. I'll update this if I can think of anything else. Any more added below will be appreciated. Thanks!

Well, that's not much of a guide. That's just a tune. I might have to though.

They're all done the same for the most part, and I can link you to every wheelie tune I know of on GTP, which is 10 of them.

When you look at the tune you can already see how to tune a different one.
Locked differential, rear high, front low, max positive toe in the back and the rest as soft as possible.
I don't think there is more to add, but this probably won't work with every car.

Hmmm... Alright I think that this helps me some more.
