Where did the blacklist go?

Where did the black list go? There is a racer by the name of Ganoi who has rammed me in turns 5 races in a row on suzuka. These were not bumps, these were malicious attempts to knock me off track (successfully might i add). He is dirty, very dirty. Do not race with him.
