Where is the Rain

I thought I saw rain in previews, but all I keep hearing about is the wet track.  Is there actually rain or just the slick roads.  Also, what do I need to win to get this?

No rain, just a rain-soaked track.  You can find this in the Rally section of the Simulation mode.
