Which games for local multiplayer dual screen?

I have 2 thrustmaster wheels and seats and would like to have a local setup for racing one-on-one.

What games support this?

Ideally I’d prefer not to pay a monthly fee.

I already have a couple PCs and a PS4 but getting another PS4 plus GT Sport plus an extra PS Plus subscription seems the expensive route.
 
Look into family and friends for Xbox live and that will make even single player only games work for you. I do this and it is a great deal. Unfortunately you will need 2 xbox's, tv's and digital game copy.

For splitsceen racing with a wheel Forza 7 should work.
You don't need a wheel but try Motogp splitscreen and I bet you will like it..

Which PC Sims are available without subscription but offer online multiplayer?

My idea is to buy 2 copies (a one time purchase) and then make my own private lobby or similar.

With friends and family setup 1 digital copy will be shared.
