Why do they take seasonals away?

Would also be nice to save some of the Mt Aso/Eifel etc. tracks used in the seasonals, as i've really enjoyed some of those. Sure I can try to make my own but it's a little hit and miss. A while back some folks were saying they could access them in practice or arcade mode but I don't think this is true, can anyone confirm? I think it was US-only if it was the case, I definitely can't see them.

this and also what i've noticed in some of them also, it makes you purchase cars you may not already own yet
