Why Tracks such as "Seattle Circuit" & "New York" aren't in GT5

All of you know that Gran Turismo 5 has 20 track with 70 layouts, and that you can create you own track useing the course maker, but there's something that disappoints me.

Why isn't that tracks from GT2 and GT4 such as Seattle Circuit, New York, Infineon Raceway, Twin Ring Motegi, Tahiti Maze, Swiss Alps and El Capitan don't appear in GT5? Does it have something to do to the fact that takes 2 years to create a Track useing the PS3 graphic engine from scratch, cuz that's what I was thinking?
 
It's pretty much the same reason why PD couldn't feature cars from early GT titles.
 
They ran out of time.






And I'm going to report this thread, it's either gonna become another wishlist thread or another **** YOU PD! thread.
 
They lost the Infineon license, and I think Twin Motegi as well.
