Will people from NON-participating countries get GT A. cars?

The title almost says it all, but once more; Will people from the NON-participating countries get the GT Academy “DLC” cars, like people from participating countries?

I've found out, today, that GT Academy could be downloaded in the Danish PS Store, so that's why I'm asking.

Yes, anybody who have golded all events will get the GT Academy cars in GT5.
Oh, and also a racing suit.
