Winpatrol startup

So a couple months ago I was having trouble with very slow startups and someone told me to look into this Winpatrol program. Needless to say, it works very well up until about last week. For some reason, it automatically starts up when the computer is turned on and this is causing great lag on startup again. If I open the program and tell it to disable itself on startup, nothing happens. It was kinda like all of the sudden it was on the startup page. Now I cant get it off. I even tried uninstalling it then reinstalling it twice, no good. Anyone got any ideas?

Start > Run> Type 'msconfig'

Select the startup tab and untick any programs you don't require when windows starts.
