Won’t let me change driver contract

Hi everyone, not sure if this question was hit already. But I know you after 2018 season you are allowed to change contract but for me it still says that I am signed with a team. (Toyota) and that it is already locked for 2019. I have yet to enter a race but can someone explain why I am unable to change contracts?

So we’ll be able to change Manufacturer when the official season begins. I just don’t know when that is and why it hasn’t started along with Nations
