Having been in development since 2009, and entered in the famed hill-climb starting in 2010, Japanese tire manufacturer Yokohama entering its HER-02 electric vehicle in the 2013 Pikes Peak International Hill Climb with the goal of setting an electric-vehicle record for the Colorado race.

The HER-02 is powered by an electric motor that delivers a total of 255 horsepower and takes its power from a 37 kWh Sanyo battery pack. All of the motor’s 255 ponies are sent to the rear wheels. The electric vehicle weighs only 1150 kilos and, thanks to its two spoilers, it delivers a surprising amount of downforce to help it stay glued to the road in twists.

Looks like something that could go against the X-bow or Rocket.
 
It might be able to go against the X-Bow and Rocket.

The Yokohama has more power but also more weight than both mentioned cars, but there is still downforce into play.
