First, I went to a site called Ribbet. Went to "effects" and chose "boost". The amount of boost was then turned down to about 25% (or thereabouts). Then went down to another effect called "neon". Then chose the colour I wanted. I then went to "frames", chose "border", adjusted the width of the outer and inner areas and then chose the colour of the inner area to match the neon!
I tried it first without the boost feature but the GT watermark could not be seen at all. Plus, boost also gives a little sense of movement to the picture, as can be seen by the striations on the road. Without it, the road is just all black. Boring!
