Might be the passenger in a right hand drive car - although it has an EU plate, which is generally left hand drive. Pretty silly, anyway.
 
it would be more dangerous to do that in the city at 50kph than on the motorway at 160...how does the photographer know the speed anyway?

you only need one foot to brake, so i guess there are more dangerous things to do at the wheel like using a cellphone, eating icecream or even smoking, but everyone does that and hardly anyone complains.
just because that is more unnusual does not make it more dangerous. at least he has his hand on the wheel (i suppose!) instead on the phone.

You can see the borders of the picture record it as 162 which means it must have been some kind of speed camera.
 
did not see that...so he was speeding, otherwise the cam should not have taken a picture...i'd say thats the more dangerous thing in the picture...

It has a Spanish plate, so it's left hand drive. The foot belong to the driver.
 
THAT car doesn't have cruise control. I guarantee it. I can't think why he'd want to crash his xsara, i really can't
