I'm a fan of sticking it out and refreshing the UCD. The best method I have found so far is to load any career or seasonal event, then simply start and quit the race five times without leaving the event. My personal favorite is B-Spec/Sunday Cup/Autumn Ring, as this race is the quickest to get to, has the fewest opponents for the game to load, and B-spec is far easier to start and quit than A-spec...just make sure your irst driver is available and the car you're using has appropriate tires.

Well I got the chap 2j from 70s ticket. Its easy just backup ur data with the ticket to a USB and keep reuploading it until you get. It took me about 10 minutes to get it but i got it. Same way i got the 370Z academy. Or another way to do this is get a 23 ticket they seem more common in these. I got 3 from a 23 ticket in 5 minutes and 1 in a 70s in 10 xDD

However you get it. I guarantee that when you do, it will appear in the OCD at half price the next time it updates. Just the way it seems to work.
