4K tyres for kakauiyt F1 2011 - Hi-res tyres and shader update extension

New, 4K tyres for the 2011 F1 mod by kakauiyt.

Everything is from scratch with the exception of the wet/inter treads.

Lots of emphasis was placed on getting an improved normal map, as well as color matching the tyre and sidewall better.

Also included is new ext_config.ini for each car that makes mild modifications to the tyre shaders used via an extension.
