The highest class you can reach in either A-Spec or B-Spec is lvl 40, and B-Spec drivers can reach lvl 40 maximum yeah.
As for your second question, there is no definitive answer as I am guessing no one has reached a limit. There's a trophy for 1000+ cars (and 1031 cars on the game total) so it has to be at least that. My guess is there is no limit.
I have had to retire 3 drivers so far. Their stats start to fall when the career bar is nearly full and the do not drive as well when this starts to happen. Two of my drivers were level 35 and one 36. They had done a lot of smaller races (grinding) and a few endurance races. I have 6 other drivers now, I do not use 1 for doing the shorter races (I use him with others in the endurance races). I am trying to get him up to level 40, hopefully this is the way to do it.
I got the trophy "air of experience" when the career bar of my level 35 driver was full. I retired him straight after that.

1031 was a rough, tired guess. 1047 is right, I guess it was thought to be 1031. However the list might say 95% complete because not all the cars in the database have got the full specs for them. Wouldn't be surprised it there was more than 1047 cars found though, can't complain!
I doubt it's unlimited. I've never found any video game that doesn't have a limit to everything. Sometimes the limits are very high, but there's always been a limit to everything in every game I've ever encountered, and I've played literally hundreds and hundreds over the past three decades.
