It sorta looks PSed... like they just squeezed the one between the two numbers. Especially thinking about how those boards work lighting up each number. There's no way a 2 would fit between those two numbers.
They dont even allow those signs to go that high on public roads for the reason people purposely speed past them. I will be suprised if thats not photoshoped.

Good call. It isn't possible for that middle number to be anything but a 1. It's possible that the sign originally said 85 and they made 315 out of it.
