I think no connection. just a random dude on the bridge.. PD obviously wanted players to fool around with the camera and take random pictures. that is what I think.. but I doubt he is somethin special.. maybe someone will know for sure.
It says "Take a picture of 'a special someone' as he stands..." which means he's not a random guy, I just don't have a clue about who he is.

He looks like Richard Gere to me. He's a big time GT player going back to the original. I hear he won't go on set each day until he runs a sub 7'30 lap on Nordschleife in a stock '07 GTR. It puts him in the right frame of mind.
