I Usually tune them in the garage in the online menu. Only thing to remember is that if your tuning it just in time trials you'll have to manually save on the main menu before you quit the game. It autosaves it for you if you do a race and win some credits, but more than once I've lost some of my tunes because I assumed it had saved my data when i actually hadn't participated in a race to trigger the autosave.
