Add turbo and bhp goes up pp goes down?

Hi I just won the Toyota 7 I changed the oil I went to see how much I could upgrade it and saw that if I added a turbo 3 the bhp would go up but the pp would go down. This is the first time I have seen this, is it a bug or meant to be like this. Thanks

PP is based on the overall performance of the car, when you added that turbo you have surpassed the power that Toyota 7 was designed to handle which will decrease handling capabilities and ultimately - your PP

Probably the losses of low-end torque didn't counterbalance the gains in high-end power. Try a smaller turbo kit, if possible.

Not only that, depending on which tranny you have, you'll actually Lose speed when you redline! I tuned my Levin all the way to 3rd stage engine, then got the Supercharger, so when I hit around 129mph, and I redline, the RPMs and speed will drop back to around 120-118 MPH. They should allow real world engine swaps for example swapping out the 4ag in a Trueno for the 20v From the AE111.
 
Thanks all not seen it before so wanted to make sure it was not a bug, I also found if I increase the downforce I can increase the power without the loss of performance.
 
After not seeing this for the two months I have been playing the game I have now seen this 3 times in the same day with new cars I have got, can anyone who has a:

Toyota 7 Race Car 70
Cerbera Speed 12 00
Peugeot 908 HDi FAP 10

confirm that they do have more pp without the High RPM Range Turbo Kit
