Yes, but in my experience it is very unusual for the top AI drivers in a race (those in the lead) to make a significant mistake which makes it easy to move up... you have to out race them.
 
My last race was the career race weekend Championship driving the BMW Z4 GT3 at the Nurburgring GP course. I qualified in 5th and managed to move into 4th place at the start. I was following closely behind the 3rd place car going into the final curve leading to the long start finish straight. The third place car clipped the Armco on the inside of the turn. It cost him his momentum and I was able to pass him into 3rd.

I easily held 3rd through 25 laps but gradually lost contact with the leaders. My lap times dropped as my tires went off and I had a difficult time holding off four or five trailing cars who were lapping faster them me. My interpretation was that I was harder on my tires then the AI drivers.

I had the same experience before the 1.1 upgrade and on lap 28 one of the trailing drivers clipped me on one of the turns and spun me out while all of the other competitors passed me.

This time the AI drivers avoided clipping me but were aggressively trying to pass me. I managed to hold on to 3rd but it was a struggle to max everything I could out of my worn tires.

I am glad they reduced the tendency of the AI to clip and spin you out in the recent upgrade. Investing a race weekend and 28 laps in a race to have it end with a spin out caused by the bad driving of an AI competitor was very frustrating.

People complain about Career Mode and AI but I never had a race with this level of competition or character in GT5/GT6 or Forza4.
