Between Microsoft Paint and Microsoft Photo Editor you can do just about anything. Photoshop is just the ultimate and a LOT easier.

Paint Shop Pro has most of the same tools as Photoshop. Its cheaper than the CS suite. Also if you DL you get like a 30 day trial (or at least you used to) but once that trial is up, you better fork over some cash. :)

I personally use Macromedia Fireworks for pretty much everything I can, but theres always Photoshop Elements, that has most photoshop features...

Theres a free image program called "GIMP" here http://www.gimp.org/

I haven't used it personally but it looks like is has a lot of stuff in common with photoshop and paint shop pro. They could have given it a better name tho
Looks like a very good program and its free ... can't beat that
edit> it seems very complicated to install ... you have to compile it

The Gimp is a great program... It's what I use. Not too complicated to install either. Install the GTK runtime thingie, then install the actual program.

If you just want a basic free program to adjust colour balance, brightness etc then have a look at Picasa from Google. It is also superb for cataloguing all your photos and can create web pages with thumbnails as well.
