Paint Shop Pro has most of the same tools as Photoshop. Its cheaper than the CS suite. Also if you DL you get like a 30 day trial (or at least you used to) but once that trial is up, you better fork over some cash.

The Gimp is a great program... It's what I use. Not too complicated to install either. Install the GTK runtime thingie, then install the actual program.
If you just want a basic free program to adjust colour balance, brightness etc then have a look at Picasa from Google. It is also superb for cataloguing all your photos and can create web pages with thumbnails as well.
