Alternative to top gear test track?

Is there an alternative to the top gear test track. Something else with wide space, drag racing section, and kinda free ish like the top gear test track was. I was thinking SpecialStage route X but what else is there?

Willow Springs is a freely track.

Willow Springs is completely free, albeit dirt everywhere but the racing surface. Streets of willow springs has a lot of little different possible routes that are blocked by only cones (they can be driven on), and it has a skidpad.
