On the menu screen you get when you start GT5. It's in the news section, and unusually it's not translated So we need a person who speaks Japanese to help us out

On a wierd side note, the message is huge. Way bigger then the usual seasonal update screen..

Just checked gran-turismo.com, and neither the main news page or the personal news page has the message? Getting really confused now

Just reread message, and the only part in english is "5 laps" new seasonals it is!
