Correct me if I am wrong, but is it true that GT 2000 was meant to be GT2, every single aspect of the game but on PS2 with PS2 graphics?

I think Gran Turismo 3 was originally Gran Turismo 2000 (to coincide with the PS2 release in 2000) but it ended being pushed back and instead was renamed.
